The Antioch Police Department has agreed to sweeping reforms to settle a civil rights lawsuit stemming from a 2022 scandal that exposed racist behavior within the department.

Police were alerted to the situation after the child was transported to Windham Hospital following an alleged fall the prior evening at a residence in Willimantic.

Four people in the Camry were suffering from serious injuries and had to be extricated by crews with the Hartford Fire Department, according to Boisvert. They were each taken to an area hospital, where a 14-year-old passenger was pronounced dead, Boisvert said. His identity was not immediately released.
